Transforming Elsternwick together

ELSTERNWICK URBAN RENEWAL SOUTH MASTERPLAN

When the Elsternwick Structure Plan was adopted in February this year, Council committed to undertake further traffic and shadowing analysis for the Elsternwick Urban Renewal South area and surrounds.

As well as the traffic and shadowing analysis, we intend to develop a Masterplan for the Elsternwick Urban Renewal South area (the commercial land on Nepean Highway, just north of the Gardenvale railway bridge).

This Masterplan will be developed with community and stakeholder input including local residents, traders, landowners, VicRoads, and Public Transport Victoria. The traffic analysis will also consider movement and access wider than the Urban Renewal South area (as shown in the map) as we expect this area to be the most affected.

We understand that there is significant community concern regarding the level of impact that the proposed urban renewal area may generate and a desire to be involved in the more detailed exploration of this proposal.

Council will be undertaking a formal tender process to appoint an expert team to deliver the technical work required for the project.

We know that local knowledge is essential to ensuring the best possible outcome for the Elsternwick Urban Renewal South area so we will be seeking community feedback in the coming weeks on the draft scope of this further technical work being undertaken. We will also be calling for expressions of interest to join our Elsternwick Urban Renewal South Community Reference Group.

ELSTERNWICK STRUCTURE PLAN

The Elsternwick Structure Plan was adopted at the Council Meeting. The endorsement of the Structure Plan was the culmination of over 12 months of planning and couldn’t have been achieved without community input.

The Council reports and final Structure Plan can be found in the documents library.

This major milestone in the process establishes a new policy direction and 15 year vision for Elsternwick however there are still a number of steps and a lot more work required before the changes become part of the Glen Eira Planning Scheme.

Below is a brief outline of the process from here.


WHAT IS A STRUCTURE PLAN?

The Structure Plan sets out the long-term vision for the busy central Elsternwick area. It includes things
like development and future land use; transport and parking; types and heights of buildings; employment;
open spaces; infrastructure; and the preservation and protection of neighbourhood character.
Structure Plans can be used by Local and State Government to help make decisions about
developments, investments and infrastructure improvements. These Plans can also help community
members and developers know what change is expected and allowed in certain areas.

To inform the development of the Plan, we completed six stages of consultation with the Elsternwick community. Links to these consultations can be found in the life cycle section.
