Elsternwick Urban Renewal South Masterplan

Council is working towards the development of a masterplan for the Elsternwick Urban Renewal South area (the commercial land on Nepean Highway, north of the Gardenvale railway bridge).

The first phase of this project involved undertaking background technical studies for urban design, traffic and economics. These studies informed the Place Analysis Report ( and Appendix: Movement and Access Technical Assessment).

We also know that many people are concerned about traffic in the Urban Renewal South area and surrounds. A Traffic and Movement Plan is being developed and will propose changes to the existing local roads. This will help us to address your concerns and make both short and longer-term improvements for your neighbourhood. Your feedback from the survey on traffic and movement is assisting us in developing the Traffic and Movement Plan.

What is Council’s commitment?

This work is part of our commitment to undertake further traffic and shadowing analysis before developing a Planning Scheme Amendment for Elsternwick.

The Amendment will give effect to the Elsternwick Structure Plan (adopted on 27 February 2018) and must satisfy the urban renewal design principles outlined in the Plan which include minimising overshadowing and overlooking to existing residential sites and minimising traffic and parking impacts on existing residential streets.

Next steps

The community's input will inform the next stage of the project, a draft Masterplan. The Masterplan will help us develop planning controls that aim to locate the right buildings in the right places throughout Elsternwick, provide for more open space, manage traffic and prioritise local jobs.

    Community Reference Group

    In August, Council selected a 12 member reference group with diversity in ages, gender, experience and skills that will bring local knowledge and passion that will help guide the development of a new Masterplan.

    The Community Reference Group does not replace the opportunity of all affected community members to provide feedback at each critical stage.

    Instead the reference group has been created to inform and guide the project as it develops to a number of broader community consultation stages.

    The broader community consultation will occur at Place Analysis stage (anticipated for March 2019), Draft Masterplan stage and Exhibition of the proposed planning controls.

    Members of the Community Reference Group are free to publicise their membership, if they wish to, but may be limited at times as to what they can discuss with the wider community.

    The detail being discussed with the Group is still a work in progress that Council hasn’t made a decision on and as such may be confidential.

    All Community Reference Group members have the right to privacy and any personal views shared within the Group are not to be shared or discussed with the wider community.

    Interim controls

    The Minister for Planning has approved interim controls for Bentleigh, Carnegie and Elsternwick. The interim controls recently approved by the Minister do not apply to the Urban Renewal South area in Elsternwick. For further information, visit Council's website.

    When Council adopted the Elsternwick Structure Plan, a commitment was also made that Council will undertake further traffic and shadowing analysis for the Elsternwick Urban Renewal South area (and surrounds) prior to proceeding with the development of the Planning Scheme Amendment.

    The Planning Scheme Amendment will give effect to the Elsternwick Structure Plan and must satisfy the following 11 urban renewal design principles outlined in the Plan which are to:

    1. Minimise overshadowing to existing residential sites

    2. Minimise overshadowing to public open space

    3. Minimise overlooking to existing residential sites

    4. Minimise traffic and parking impacts on existing residential streets

    5. Appropriate transition to existing residential areas

    6. Prioritise employment generation

    7. Provide significant community benefit

    8. Develop high quality, well-articulated buildings

    9. Create a high quality public realm

    10. Incorporate environmentally sustainable design

    11. Respond to surrounding heritage and neighbourhood character areas

    We understand that there is significant community concern regarding the level of impact that the proposed urban renewal area may generate and a desire to be involved in the more detailed exploration of this proposal. Council is now progressing with masterplanning for the Urban Renewal South area of Elsternwick (see map).

    The project will consider planning controls for the area as well as shadowing and access and movement studies.
