Transforming Bentleigh together

IMPLEMENTING THE BENTLEIGH STRUCTURE PLAN

Since 2017, Council has been engaged in a conversation with the Glen Eira community to develop long-term plans (Structure Plans) for Glen Eira's activity centres. Structure plans are important ways to plan for, and shape, future growth and change. Through structure plans, Council can balance planning for future jobs and housing growth, while ensuring Glen Eira continues to be a great place to live and work.

To read more about these Plans, see the FAQ to the right on this page.

After an extensive process of engagement with the community, a Structure Plan for Bentleigh was adopted in December 2018, setting a new policy direction and 15-year vision for Bentleigh:

Bentleigh will be an accessible, local shopping destination with a vibrant cafe and restaurant culture. It will maintain its community feel with open space, places for people to meet and gather and a broad range of local businesses, all of which will meet the needs of a diverse community.

Following adoption, Council has been working to implement the objectives of the Plan, including through making changes to the Glen Eira Planning Scheme.

A Planning Scheme Amendment (Amendment C184) was prepared to input land use and development components of the Carnegie and Bentleigh Structure Plans into the Glen Eira Planning Scheme. Amendment C184 was exhibited to the community between July and August 2020. At an Ordinary Council Meeting on Tuesday 16 March 2021, Council considered these submissions and resolved not to proceed further with Planning Scheme Amendment C184. Read more about this here.

Council will now reset the process and begin development of separate amendment processes for the two centres — with separate commercial and residential components.

  • We Asked — You Said — We Did

    We asked

In November 2016, we conducted an extensive community engagement program so your feedback could inform a major structure planning program for Bentleigh. Our goal was to ensure that we could articulate, plan and resource a clear vision for Bentleigh's future.

    You said

We conducted six community engagement stages between November 2016 and December 2017, using a range of methods including:

    • surveys
    • online and in-person forums
    • drop-in sessions
    • email submissions.

During this process, we received 866 submissions and 237 people participated in community forums.

Your responses showed the key issues to be:

    • heights of developments
    • parking
    • traffic
    • building types
    • development
    • quality design guidelines.

    We did

On 27 February 2018, we adopted the following shared, long-term vision for Bentleigh:

"Bentleigh will be an accessible, local shopping destination with a vibrant cafe and restaurant culture. It will maintain its community feel with open space, places for people to meet and gather and a broad range of local businesses, all of which will meet the needs of a diverse community."

This shared future vision guided the development of the Bentleigh Structure Plan 2018–2031. Its critical milestones for the present and future are to:

    • reduce development pressure in residential streets
    • develop a new ‘eat street’ to create a grid of public spaces instead of a strip
    • address future car parking needs.
