What is Amendment C218 about?

Council’s Open Space Strategy Refresh sets out targets, projects, priority locations and the different mechanisms Council can use for increasing open space in Glen Eira. One of these mechanisms is the open space contributions rate.

Administered through the planning system, the open space contributions rate is a land developer contribution requirement that is triggered by the subdivision of land of a particular size. When size conditions are met, a percentage of the land, or a cash equivalent of the site value (or some combination of both) must be provided to Council for either the creation of new open spaces or to improve the quality of existing public space.

This helps to provide the important open space we need and love here in Glen Eira.

The current open space contributions rate is 5.7% and is set out in Clause 53.01 of the Glen Eira Planning Scheme. The Open Space Strategy Refresh 2020 recommends an increased open space contributions rate of 8.3% to expand Glen Eira’s public open space network and improve existing open space. The Strategy links this increased rate to a future program of open space projects and the funds required to deliver these, whilst also taking into account fairness and equity.

To implement the new, higher rate, we need to update the Glen Eira Planning Scheme. Amendment C218 aims to achieve this update and to implement other directions from Council's Open Space Strategy.
