Governance Rules and Public Transparency Policy

[Thank you for your interest in the draft Governance Rules and Public Transparency Policy. Submissions are now closed and we have reviewed the feedback received during the submission period. These documents have now been finalised and were adopted by Council on 11 August 2020. Final copies can be found in the Document Library on this page. We are developing new Governance Rules, and a new Public Transparency Policy in line with the Local Government Act 2020 (Vic). These documents are intended to formalise Council’s commitment to good governance, as well as open and transparent decision-making.

We have prepared draft documents based on guidance materials from the state government and would like to consult with the community before finalising these documents.

Due to the Covid-19 pandemic, members of the community are currently unable to attend Council facilities.

    In June and July, we sought feedback on the proposed Governance Rules to ensure Council’s new meetings and decision-making processes continue to be fair and reflect community needs. For feedback on Council’s proposed Public Transparency Policy to support Council’s continued commitment to open and transparent decision-making.


    You Said

    Information about these new documents was provided on our website and Facebook pages where we reached over 4000 members of the community. Individuals were invited to submit feedback via email, written letters, or via our Have Your Say page. Transparency in the context of Planning in City Council was highlighted as important to the community.


    We Did

    After reviewing feedback from the community and third-party consultations, amendments were made to ensure that the documents were clear, easy to read, and consistent with community needs and legal requirements. Final versions of the document were adopted on 11 August 2020.
