Glen Eira City Council Local Law Review 2019

Written submissions are now closed.

The next stage in the Local Law Review is for Council to receive the written submissions on the proposed Local Laws in accordance with section 223 of the Local Government Act 1989.

We are reviewing our local laws to make them easier to understand and more user-friendly for the wider community.

The current Glen Eira City Council Local Law 2009 is to be revised and remade as two separate Local Laws:

  • the Glen Eira City Council Community Local Law 2019 (proposed Community Local Law); and
  • the Glen Eira City Council Meeting Procedure Local Law 2019 (proposed Council Meeting Procedure) (together the proposed Local Laws).

The majority of changes are intended to make the Local Laws easier to understand and more user-friendly for the local community, including by streamlining language, reorganising sections, and removing anomalies.

We are consulting the community on the proposed Local Laws and their incorporated documents, namely the:

  • Councillor Questions
  • Written Public Questions to Council
  • Public Participation at Ordinary Council Meetings
  • Residential Parking Permit System
  • Mobile Garbage Bins, Recycling Containers and Organics Containers
  • Building Site Management Code of Practice
  • Nature Strip Planting Guidelines

Before the proposed Local Laws and incorporated documents are finalised, any person has a right to make a written submission.

All feedback is due by 5 pm on Friday 19 July 2019.

    The Glen Eira City Council Local Law 2009 (current Local Law) will automatically be revoked on 24 November 2019, unless revoked earlier. Before that date, Council must review, amend (as appropriate), draft and remake all of its local laws.

    On 11 June 2019, Council endorsed the Glen Eira City Council Community Local Law 2019 and the proposed Glen Eira City Council Meeting Procedure Local Law 2019 (together, the proposed Local Laws) for public exhibition and the receiving of submissions from 12 June to 19 July 2019.

    During the consultation period, there were 517 visits to the Have Your Say website and Council’s Local Law Review webpage with the various documents downloaded a total of 323 times. Five people attended the information sessions comprising one Councillor, one staff member and three residents, including one resident who attended two of the drop-in sessions. By the close of business on 19 July 2019, Council had received 28 written submissions on the proposed Local Laws.

    The highest number of submissions received by Council, in relation to the proposed Community Local Law, concerned clauses 38 (Lighting Fires) and 23 (Model Aeroplanes in Public Reserves). Other issues raised include the keeping and feeding of pigeons, animal litter, derelict vehicle on a trailer, organised social and sporting activities and parking. There were also submissions concerning the proposed Council Meeting Procedure Local Law.

    We did

    On 13 August 2019, Council received and heard public submissions on the proposed Local Laws as per the requirements of sections 119 and 223 of the Local Government Act 1989 (Vic). A further report on the proposed Local Laws will be presented at an Ordinary Meeting of Council before the expiry of the current Local Law on 24 November 2019.
