Planning Scheme Amendment C204 - Heritage Elsternwick, Carnegie and Bentleigh

Planning Scheme Amendment C204 proposes to apply a heritage overlay to places and precincts in Elsternwick, to implement part of the Glen Eira Heritage Review of Elsternwick Structure Plan Area 2019.

The amendment proposes to:

  • implement some of the recommendations of the Glen Eira Heritage Review of Elsternwick Structure Plan Area 2019 Stage 2 Report (last revised 20 March 2020) by including two proposed precincts and twelve proposed individual places within the Heritage Overlay;
  • include the proposed Glenhuntly Tram Terminus Estate Shops Heritage Precinct within the Heritage Overlay (HO159),
  • amend existing HO72 by removing a number of non-contributory properties; and
  • remove two properties from existing Heritage Overlay (HO69).

Background

The 2019 Elsternwick Heritage Review considered the Elsternwick Structure Plan area to identify places and precincts that demonstrated heritage value but had not already been placed under heritage protection. Council appointed RBA Architect and Conservation Consultants to conduct the Review, culminating in the Heritage Review of Elsternwick Structure Plan Area 2019 - Stage 2 Report

The Report identified nine individual places, four new precincts and extensions to three existing precincts for protection in Elsternwick under a Heritage Overlay.

Following adoption of the Report, Council submitted a request to the Department of Environment, Land, Water and Planning for a Planning Scheme Amendment to permanently apply a Heritage Overlay over the proposed properties and precincts. The Department made the decision to only approve the commencement of this Amendment for a limited number of the proposed properties and precincts which they considered to be under development pressure.

Interim Heritage Protection

As a Planning Scheme Amendment can be a lengthy process, an Interim Heritage Overlay has been applied to the approved properties and precincts of Amendment C204 to ensure they are protected whilst this process is conducted.

Panel Hearing

The Panel Hearing will take place on Tuesday 9 November 2021 via video conference commencing at 10am.

    Submissions to this Amendment must be made in writing and include the submitters name and contact details so that we can keep you updated about the progress of the Amendment.

    In accordance with the Planning and Environment Act 1987, Council must make available for public inspection a copy of any submissions made until two months after the Amendment comes into operation or lapses. Your personal details will be redacted. Reference to a specific property or street address will be retained if it relates to the Amendment and/or your submission.
