Smoke-free zones in Glen Eira

Now more than ever, we need our public spaces to be healthy, to ensure people feel welcome and invited to shop, walk, browse and socialise safely.
In July 2020, Council endorsed a Smoke-Free Outdoor Policy, with an action to create smoke-free zones in Glen Eira shopping strips.
Smoke-free zones aim to protect the community from the known health impacts of second-hand smoke, raise community awareness of the health benefits of being smoke-free, improve public amenities, encourage a reduction in smoking, and reduce tobacco-related litter.
After successfully implementing voluntary smoke-free zones in Elsternwick, Carnegie and Bentleigh, Council is now looking to implement smoke-free zones right across the municipality.
While key places in busy shopping strips such as train platforms, bus stops and outdoor dining areas (where food is served) are already smoke-free under Victorian legislation, there remain areas in our busy shopping strips not covered by non-smoking requirements. Council has the opportunity to extend non-smoking areas and further reduce the presence of smoking in our shopping strips around footpaths, walkways and plazas.
Throughout the process so far, we have heard a high level of support for implementing these zones; however, there is also a recognition that smokers should not be excluded from our centres. We also understand that not all of our shopping centres operate in the same way. Council has designed the proposed smoke-free zones to reflect the operation of each of our shopping centres, meaning that the proposed zones may not look the same in all centres.

NEXT STEPS:
Council has commenced the statutory process to make a new local law to prescribe and enforce the proposed smoke-free zones. As part of the statutory process for making a local law, the community had the opportunity to provide submissions on the proposed Smoke-Free Zones Local Law from 13 October to 3 November 2021.
