Implementing the Caulfield North Heritage Review

We’re seeking community feedback on a proposed planning scheme amendment that aims to implement recommendations from the Caulfield North Heritage Review.

Heritage plays a vital role in telling the story of our neighbourhoods and preserving the unique character that makes them special. Protecting heritage helps maintain our neighbourhoods’ identity for future generations.

The Caulfield North Heritage Review was adopted by Council in August 2023. Over time, our heritage studies have provided the basis for applying the Heritage Overlay. Each study informs planning scheme amendments that formally recognise and protect our most valued places.

  • What's proposed in Amendment C246

    Four precincts and 18 individual places are proposed to be added to the Heritage Overlay.

    Two precincts and two individual places already in the Heritage Overlay are proposed to be updated, including:

    • Revised Statements of Significance
    • Changes to the mapped precinct boundaries
    • Updates to the heritage significance levels of some properties

    Three individual places currently in the Heritage Overlay will also be absorbed into a heritage precinct, following changes to the mapped boundaries.

  • Why an amendment is required

    Our planning scheme sets the rules for what can be built and where.

    Amendments are required to make changes to the planning scheme — such as rezoning land, applying overlays (like the Heritage Overlay), or updating planning policies.

    To implement the recommendations of the Caulfield North Heritage Review, a planning scheme amendment is required.

  • What's a Heritage Overlay

    The Heritage Overlay tells us a place has heritage value and needs special consideration in planning. A place may be valued for its history, design, technical features, social connections, associations, or because it’s rare or a good example of its kind.

    Development isn’t ruled out, but a permit is usually needed to consider how proposed changes might affect its heritage value.

Submissions 📩

Submissions to Amendment C246 must be in writing, including your name and contact details. In your submission, outline your views on the amendment and state whether you support, oppose or seek changes, such as:

  • Why a place or precinct should or shouldn’t be included in the Heritage Overlay
  • How a place or precinct does or doesn’t meet the relevant heritage criteria
  • Whether the description of a heritage place in the background material and statement of significance is accurate.

Next steps ⏭️

A planning scheme amendment goes through six stages, and this amendment is currently at stage two.


  • Council requested permission from the Minister for Planning to prepare an amendment.
  • The Minister authorised the amendment on 5 September 2025.


  • The amendment is placed on public exhibition, and the community can make written submissions.


Following the closing date for submissions, Council will consider all submissions and decide how to proceed. Council may:

  • Adopt the amendment if no opposing submissions are received
  • Refer submissions to an independent planning panel for review and recommendation
  • Abandon the amendment.


  • If the amendment is referred to a planning panel, all submissions are shared with the panel.
  • If you made a submission, you can request to be heard at the hearing.


  • Council will consider the panel report, including the panel's recommendations.
  • Council may adopt the amendment as recommended by the panel, make changes, or abandon the amendment.


  • If Council changes or adopts the amendment, it’s referred to the Minister for Planning for approval, then published in the government gazette and incorporated into the Planning Scheme.
