Implementing the Caulfield South and Gardenvale Heritage Review

Heritage plays a vital role in telling the story of our neighbourhoods and preserving the unique character that makes them special. Protecting heritage helps maintain our neighbourhoods’ identity for future generations.

The Caulfield South and Gardenvale Heritage Review was adopted by Council in May 2024. Over time, our heritage studies have provided the basis for applying the Heritage Overlay.

Each study informs planning scheme amendments that formally recognise and protect our most valued places.

To implement the Caulfield South and Gardenvale Review's recommendations, a planning scheme amendment is required to introduce permanent planning controls into the Glen Eira Planning Scheme. We have prepared Amendment C260 for this purpose.

Planning Panel Hearing

Amendment C260 was on public exhibition for six weeks, from Thursday 30 October to Monday 1 December 2025. Community members were invited to make written submissions and indicate whether they supported the amendment, opposed it, or sought changes.

Council considered the submissions at its meeting on Tuesday 3 February 2026 and resolved to refer all submissions to an independent planning panel. You can view the meeting minutes in the Document Library.

A planning scheme amendment goes through six steps, and this amendment is currently at step four.


  • Council requested permission from the Minister for Planning to prepare an amendment.
  • The Minister authorised the amendment on 5 September 2025.


  • The amendment is placed on public exhibition, and the community can make written submissions.


Following the closing date for submissions, Council will consider all submissions and decide how to proceed. Council may:

  • Adopt the amendment if no opposing submissions are received
  • Refer submissions to an independent planning panel for review and recommendation
  • Abandon the amendment.


  • If the amendment is referred to a planning panel, all submissions are shared with the panel.
  • If you made a submission, you can request to be heard at the hearing.


  • Council will consider the panel report, including the panel's recommendations.
  • Council may adopt the amendment as recommended by the panel, make changes, or abandon the amendment.


  • If Council changes or adopts the amendment, it’s referred to the Minister for Planning for approval, then published in the government gazette and incorporated into the Planning Scheme.
