Heritage plays a vital role in telling the story of our neighbourhoods and preserving the unique character that makes them special. Protecting heritage helps maintain our neighbourhoods’ identity for future generations.

Over time, our heritage studies have provided the basis for applying the Heritage Overlay. Each study informs planning scheme amendments that formally recognise and protect our most valued places.

  • What is a planning scheme amendment?

    Our planning scheme sets the rules for what can be built and where.

    Amendments are required to make changes to the Planning Scheme — such as rezoning land, applying overlays (like the Heritage Overlay), or updating planning policies.

  • What is a Heritage Overlay?

    The Heritage Overlay tells us a place has heritage value and needs special consideration in planning. A place may be valued for its history, design, technical features, social connections, associations, or because it’s rare or a good example of its kind.

    Development isn’t ruled out, but a permit is usually needed — for example, to demolish, alter, extend or redevelop. Council refers to the Statement of Significance to consider how proposed changes might affect its heritage value.

Currently on public exhibition

We’re currently seeking community feedback on two proposed planning scheme amendments that aim to implement recommendations from the Caulfield North Heritage Review and the Caulfield South and Gardenvale Heritage Review.
